The state of the building renovation market in 2025

Background

The building renovation market is vast. It includes routine maintenance, emergency repair, energy-efficient renovation, partial or total renovation of a property, and building extensions. This definition, proposed by Xerfi, thus corresponds to many different trades. According to INSEE, the finishing work branch of activity (433) is the one that comes closest to this definition. Sector value estimates differ depending on the organization and the definition given to it. Xerfi, on the one hand, estimates the annual turnover of the building renovation sector at 130 billion euros. On the other hand, the Observatoire des métiers du BTP estimates the turnover of the maintenance-renovation sector to be more around 95 billion euros. Finally, the finishing work branch of activity was valued at 60.5 billion euros in 2022 by INSEE. 

This sector can be segmented by trade and type of activity. The energy renovation segment in particular has strongly contributed to the sector's growth in recent years. But this market is also segmented by building typology. Professionals in this market address both the residential segment (private single-family, private multi-family, and public multi-family) and the non-residential segment (private and public). 

1. Key figures and trends in the renovation sector

After several years of slow growth—or even stagnation—the renovation market is rebounding in 2021 and 2022. The maintenance and renovation sector, as defined by the Observatoire des métiers du BTP, has seen its growth accelerate over the past few years, particularly thanks to the energy-efficient renovation segment. According to this organization, in 2022 this segment will account for approximately 23.8% of the sector’s revenue, estimated at 95 billion euros. Growth projections for the maintenance and renovation market (as proposed by the OMBTP) indicate an average annual growth rate for the sector of 2.2% between 2025 and 2030. This sector is expected to be driven largely by the energy-efficient renovation segment, which is projected to grow at an average annual rate of 6.1% over this period. 

For its part, the finishing works industry saw an average annual growth rate of approximately 3.7% between 2015 and 2022. EPSIMAS projections for the sector point to a continuation of this growth over the next few years. Companies in this sector are projected to have an average revenue of 305,161 EUR (excluding tax) in 2022, with an average operating income equal to 5.4% of revenue.

2. Industry demand

Customers in the renovation sector include individuals, private companies, and government agencies. The renovation market can be segmented by building type. The residential segment accounts for approximately 60% of the sector’s revenue, or 57 billion euros. Within this segment, the primary customer base consists of owners of their primary residence who live in single-family homes. In 2022, single-family homes accounted for more than 63% of the residential segment. In France, 57% of households owned their homes in 2024, out of a total housing stock of 38.2 million units (including 20.9 million single-family homes). And 31.4 million housing units are used as primary residences. 

The non-residential segment, for its part, is projected to reach 38 billion euros in 2022, representing 40% of the overall market. This segment is experiencing stronger demand from private companies (64.7%). Private companies are thus the sector’s second-largest customer segment.

3. Renovations market trends

The renovation sector in France is highly competitive. Between historical players, national networks, and numerous independents, the market might seem to have reached a certain maturity. However, the sector continues to grow at a good pace, with a recovery and acceleration of growth in recent years. On the one hand, the growth of the energy renovation segment is driving the sector as a whole. On the other hand, many national networks have been accelerating their development in the French market over the past few years, seeking better territorial coverage. These indicators appear to confirm this 10-year upward trend in the sector.

The renovation sector remains relatively correlated with the real estate market. After two difficult years for the residential real estate market (as a result of the ECB's key interest rate hikes in response to the inflationary context), it is showing signs of recovery at the beginning of 2025. Since 2024, key interest rates have been trending downward. In addition, the number of real estate transactions over a rolling 12-month period broke its downward trend at the end of February 2025. Median selling prices are also back on the rise in France.

4. Competition in the renovation market

In metropolitan France, 290,998 establishments are recorded in 2025 under activity codes belonging to the finishing work sector (433). Only 55,585 of these identified establishments employ at least one employee, thus reflecting the fragmentation of the sector. It is a market dominated by small structures, which are often independent. However, this market fragmentation must be qualified. On the one hand, numerous franchise networks have existed in the sector for several decades and continue to develop there. On the other hand, younger networks have been emerging for a few years, featuring more targeted positionings and strong differentiating elements. These factors, combined with potential acquisition operations, could cause the renovation sector to trend toward greater concentration. 

According to INSEE, the finishing works sector counted approximately 198,214 companies in 2022. As of December 31, 2022, these companies employed 344,304 salaried workers (representing approximately 320,624 full-time equivalents).

5. Challenges in the renovation sector

Among the main challenges for renovation professionals, competition is one of the primary ones. Consequently, visibility and differentiation are now major issues in this sector in order to grow within it. Some brands are thus positioning themselves in market niches, while others rely on their visibility. 

Furthermore, the renovation sector includes many specialized trades (carpentry, tiling, flooring, insulation, etc.). Thus, over the past 20 years, a large number of more generalist agencies have emerged to meet the need for centralization of various trades. These agencies thus offer their clients the opportunity to have a single point of contact for their projects. This trend continues to be observed, although it should be noted that there is a parallel, ongoing development of players positioned in more specialized segments (roofing, tiling, energy renovation, etc.).

Another major challenge for the sector is related to human resources. Recruitment, as for many other industries, is made difficult by the lack of skilled labor, but also by the competitive nature of the sector.

- facade cleaning using steam or sand (cf. 43.99D)
- specialized interior and exterior building cleaning activities (cf. 81.22Z)


Nevertheless, many more specialized trades are also positioned in the renovation market. A large portion is also grouped within the finishing work branch (433).
